How can a artist drawing the traditional way (colors / paint on paper) get the artwork into a digital output?

A friend of mine is good at drawing/painting. He wants these drawings to be digitized to be screen printed / embrodiered on t-shirts. Apart from scanning (which reduces the quality), what is the best way to convert this. If he wants to switch to drawing into the computer, what input device (name and brand) he should use?How can a artist drawing the traditional way (colors / paint on paper) get the artwork into a digital output?
scan at a high resolutionHow can a artist drawing the traditional way (colors / paint on paper) get the artwork into a digital output?
ys, use high res scan.

1. install photoshop.

2. fr file-import-scanner-scan(nit to scan and colour collection to get the high output quality, use epso...scan..)

3. filter-stylist-emboss 2% to get pop up effect.

4. image-adjust-level-contrast the image.

5. save for t-shirt-jpeg, sewing- DHP embroidery format.

The only defect is ';noise'; or ';dotted effect'; where can only judge thro magnifying that ruin the printout effect.
